Strengthening the UAE’s Position as a Global Hub
The record demand for the permit reflects the initiative’s success in achieving its main objectives. These include supporting investment in advertising content production, boosting the competitiveness of the digital advertising sector, and attracting creative talent. In addition, the permits aim to protect the public from misleading or low-quality advertisements that fail to meet UAE standards and societal values.
Launch of the Advertiser Permit Guide 2025
In line with this initiative, the Council also launched the “Advertiser Permit Guide 2025.” The guide provides a clear framework for regulating advertising content on social media. It details the procedures for citizens, residents, visitors, and companies to obtain the permit, once they fulfill the required criteria.

The guide also lists the authorized entities in each emirate responsible for issuing permits. Furthermore, it reviews the business activities eligible to apply, ranging from e-commerce and marketing management to advertising services through websites and social media platforms.
A Step Toward an Integrated Media Environment
Mohammed Saeed Al Shehhi, Secretary-General of the UAE Media Council, emphasized that the UAE continues to build a vibrant and integrated media ecosystem. He explained that this ecosystem not only empowers creatives but also attracts global talent and investment, ensuring long-term benefits for the country.

He pointed out that the issuance of more than 1,800 permits from 75 countries is clear evidence of the program’s success. According to Al Shehhi, the initiative aligns perfectly with the aspirations of advertisers on social media, whether individuals or corporate entities.
Transparent Framework for Advertisers
Discussing the significance of the Advertiser Permit Guide, Al Shehhi stated:
“The guide provides a transparent regulatory framework that encourages companies and creatives to register. It ensures that digital advertising production aligns with UAE’s approved standards. At the same time, it opens access to the unique opportunities the country offers regionally and globally.”
The guide further explains key requirements, including rules for account names and the types of permits available. Citizens and residents can obtain annual permits, renewable each year. On the other hand, visiting advertisers can access permits valid for three months, extendable to six months. This flexibility encourages direct investment in the UAE’s rapidly expanding digital advertising sector.
Driving Innovation in Digital Media
By combining streamlined regulation with investment-friendly policies, the UAE Media Council positions the country as a leader in digital advertising and content creation. The introduction of the “Advertiser Permit Guide 2025” demonstrates a strong commitment to innovation, quality, and global competitiveness in the media industry.
